The Texas Legislature approved the conference committee study on H.B. 1927, their constitutional carry bill, yesterday. It will now likely be signed by Governor Greg Abbott into law. He has indicated recently that he intends to sign a constitutional carry measure. Texas will become the 21st constitutional carry state after he signs it, joining the other four states that have enacted similar laws in 2021.
H.B. 1927, authored by Rep. Matt Schaefer of Tyler, will enable Texans to carry handguns in their home state without a permit as long as they are not prohibited from owning a gun by a different state or federal law.
The "Firearm Carry Act of 2021" specifies that anyone can legally carry a handgun without a permit. However, before passing the bill, the Senate added multiple amendments to give into dictums by law enforcement groups that have traditionally opposed constitutional carry.
Some of the changes made by the Texas Senate to keep good favor with law enforcement groups that despise constitutional carry include the removal of a clause that would have prohibited cops from questioning anyone solely because they were in possession of a handgun.
Additionally, the state House and Senate reached an compromise on particular provisions of the bill, prompting the House to ultimately pass it 82-62 on Sunday night and the Senate to support it 17-13 on Monday. Sen. Charles Schwertner of Texas, who sponsored the bill, described it as a "simple restoration of Texans' constitutional right under the Second Amendment, a right of the people to keep and bear arms."

Additionally, an Obama Administration study found that "Defensive use of guns by crime victims is a common occurrence," while also finding that "Studies that directly assessed the effect of actual defensive uses of guns (i.e., incidents in which a gun was ‘used’ by the crime victim in the sense of attacking or threatening an offender) have found consistently lower injury rates among gun-using crime victims compared with victims who used other self-protective strategies."
